They only way I have heard of, besides if you know someone who is looking for a baby model, is entering your baby in a contest which costs money or going to a modeling agency, which also usually costs a lot of money.
No, scam agencies cost a lot of money. The one surefire way to tell if a modelling agency is legit is if you have to pay any money, start up costs, agency costs, or even for starter portfolio pictures. If they're asking for you to front up anything - it is a scam. Reputable agencies cover the costs and just take it out of the money you earn working for them, if they're asking you to pay your own money, it's because really they don't expect to make any money off you anyways.
But it is incredibly hard to GET into a reputable agency, because they front the costs, they want clients who WILL make them money.
You could try looking online into agencies who specialize in representing children. Most agencies you're familiar with only represent teenagers and adults, children have their own market and their own agencies, but you should be able to find agencies online, most reputable ones have websites. (That's another way to tell if they're good, you can tell by looking through galleries of their models whether or not most of their models get work. If they get work they'll have updated online portfolios showing this work, but many times you look at a modelling agency gallery and 95% of the models only have their initial polaroids in their gallery, showing that theyv'e been there x amount of time and their agency hasn't found them work)
But baby modelling is difficult and fickle, because babies change so much, and therefore require redone portfolio pictures every couple of months.
