That's much too soon. It's recommened to wait until at least a year to make sure their digestive tract can handle it and to avoid dairy allergies.
Babies who are exposed to cow's milk before their first birthday are more likely to be anemic, have diarrhea or vomiting, and/or experience an allergic reaction (the proteins in milk are more numerous than those in other milk products, such as the yogurt). The excessive protein load in cow's milk can also overload a baby's kidneys. It is deficient in vitamins C, E, and copper. It is harder to digest as well, often causing intestinal blood loss.
There is more information on the link, some doctors do feel that milk wont' hurt near the end of the first year as long as there are no allergies in the family history, so talk with yours but I would recommend to not do it. Formula is more nutrionally based for a baby than cow's milk.

I agree with Valerie. It is highly recommended to wait until a child is 12 mos. before switching to milk.
Try weaning her slowly to formula. She doesn't like it because she's not used to it.
