Looks like that was written BEFORE WTO took over the US job market.
Not too long ago (especially before the 1992 election after which NAFTA was passed, leading into other trade agreements) getting a good job without a college education was accessible to most Americans. Unfortunately, current free trade and labor practices make this almost impossible. Most non-professional (and some professional) careers have been outsourced to other countries.
